Frankie Boda pays the President two million dollars as part of a deal to release Harry Kruger from jail, but he resolves to get it back. He blackmails a prison escapee and his troupe of actors to pull off the heist for him by stealing the money from a safe in a New York hotel. Mickey Bent, of the union strong army, plans on doing away with Julian and company after the job to tie up the loose ends. What follows is a complicated caper full of disguises and surprises, where it's never clear who's really working for whom.
