The space crime organization Makuu has set its sights on Earth. The Galactic Union Police dispatched Space Sheriff Gavan Ichimonji Retsu to the Earth to fight against Makuu.

A giant tanker disappears, and the Japanese government receives a threatening letter from an organization calling itself Alpha. Alpha demands diamonds.

A suspicious old man takes away Wakaba and her siblings' goat, Mae. He has been working on the "Bem Project," a project to turn earth organisms into biological weapons.
