Professor Balthazar

Everyday, from the bell-tower in Balthazar-City, Dingle announces the hours of the day, and from the Town Hal steeple, Flora announces the good weather. When Dingle, because of a misunderstanding, is replaced by an automatic clock, Flora shuts herself in her house and the city is besieged by bad weather. The return of Dingle and Flora, with the aid of Professor Balthazar, brings the sun and gaiety beck to Balthazar-City.
