When a US Navy fleet cruises into Sydney Harbor over the Mardi Gras weekend the resources of the Water Police are stretched. Rachel and Holloway join the boat crew in trying to keep order on the harbor as a flotilla of fanatical environmental protesters hinder the Navy's arrival. The weekend takes a violent turn when a teenager is found bashed in the Water Police car park. Livvy, the bar attendant, reveals she overheard five American sailors talking about harassing gays and a posse of off-duty Rats is organized to track them down. Rachel is offered a job in the security business.
